Firstly, anyone who provides immigration advice in New Zealand has to be licensed (or exempt from licensing). This is because there used to be a lot of migrants being exploited by individuals who didn't know much about immigration, in return for money.
Secondly, someone may require a Licensed Immigration Adviser because they have a complicated case which requires a trained professional's assistance. This can include having health issues, criminal history, previous immigration issues with New Zealand or any other countries or tricky immigration rules such as the ones that sometimes apply to skilled work experience etc.
Licensed Immigration Advisers are intensively trained on understanding & applying immigration policies (rules) as well as immigration / employment legislation (laws). They ensure that applicants are eligible for the applications they are applying for & deliver "decision-ready" applications to Immigration New Zealand by knowing which evidential documents to provide in support of specific applications.

Many migrants fall prey to "free" immigration advice on platforms like Facebook - not only is this advice illegal, but although they usually come from people who mean well, they are usually wrong.
Immigration advice isn't a one-shoe-fits-all type of thing, it's something very unique to each case it applies to. People without the proper training won't know immigration rules, won't know how to apply immigration rules & won't know what your situation is because more than likely you haven't given a complete picture to comment on.
If you're looking for free immigration advice, a safer bet is getting in touch with the Citizens Advice Bureau or booking a free consultation with a Licensed Immigration Adviser (although not all offer this).
